
The certificate is mandatory in defined cases: when a new building is put into use, and when a property is sold or let. A certificate covering a whole condominium is typically produced when the building plans a major energy renovation, as calls for funding require certificates of the state before and after.
The document rates the building on a scale from A++ to JJ, taking into account insulation, the efficiency of the heating and hot water systems, and the use of renewable energy sources.
The certificate is valid for 10 years, after which it must be produced again. Note that an outdated, 8-9 year old certificate may no longer accurately reflect the building's real condition if partial renovation has taken place.
In practice the certificate involves an on-site survey by a qualified expert who measures the building's geometry, the insulation of structures and the mechanical systems.
It is worth knowing that obtaining a certificate does not oblige the condominium to carry out any renovation: it is purely an assessment providing a basis for decisions.
