The first factor is complete, up to date documentation: a valid energy certificate, a resolution meeting the formal requirements of the call, and a realistic itemised budget that neither underestimates nor overestimates expected costs.
The second factor is well founded technical content: the project should describe not only what the building wants but why that solution was chosen, for example why a given insulation thickness or why a heat pump instead of the current gas boiler.
The third factor is verified availability of own contribution. This is one of the most common failure points, so in a strong application this part is crystal clear and documented, not a vague expectation.
The fourth, often underestimated factor is a realistic, executable schedule. An overly optimistic timeline on a complex facade project raises suspicion rather than building confidence.
Finally, presenting earlier experience matters: if the building or the manager has already delivered a similar project successfully, documenting this strengthens the assessor's confidence that the current project will stay within plan.
